Herkimer County (New York) is home to an historic monastery belonging to the Russian
Orthodox Church Outside of Russia founded in the 1930s by monks who had witnessed how
Bolshevism had decimated Christian life which had flourished in Tsarist Russia. The 21st
century brings new battles; this time the Church is resisting Terra-Gen LLC’s planned Rolling
Hills wind project.

Fifty turbines would allegedly encircle the pristine property. The monastery
argues the roughly 50 turbines would nearly encircle the property on which religious services
are held throughout the day, students are study theology and church history, and faithful
gather to bury their dead and pray at their graves.

Opponents of the wind farm envision monstrous turbines vying for supremacy over the bell tower located over the baptistry and churning around the cemetery, one in which the legendary Grand Duchess Anastasia Nicholaevna Romanov is said to be buried under the pseudonym “Evgenia Smetisko.” (histriabooks.com/product/grand-duchess-anastasia) The monastery has been on the National Register of Historic Places for 15 years.

The U.S. Department of Agriculture (USDA) under the Trump administration fully supports the
monastery in its endeavor to maintain its status as an historic, cultural and religious refuge free
from projects such as the proposed wind project. Prime farmland, the USDA insists, is best used
for its original agricultural purpose rather than contentious energy schemes which cannot
compete efficiently with proven conventional sources.

While Terra Gen, LLC insists that its proposed project is in its nascent stage subject to further
study and feasibility analyses, the church points out that it faces challenges from New York
State’s expanded Office of Renewable Energy Siting Authority, which it alleges is reducing local
input. It has circulated a petition which has garnered 11,700 signatures to date, and will host a
conference against the project.

The Manhattan Press had reported on the windfarm as early as June 10, 2026 in an article
which can be accessed at:
