Letitia James To Monitor Federal Immigration Actions With Volunteer Activists

New York Attorney General Letitia James announced on Tuesday the launch of the Legal Observation Project, a new initiative by her office to monitor and document federal immigration enforcement activities across the state.

The program comes amid rising national tensions surrounding large-scale immigration enforcement operations, including recent incidents in Minneapolis that drew widespread scrutiny.

Under the project, trained volunteers from the Office of the Attorney General (OAG) will serve as neutral legal observers. They will wear identifiable purple safety vests and be deployed to locations of reported enforcement actions and related protests where appropriate. Observers are instructed not to interfere with federal agents' activities but to record information that could support future legal reviews or actions if violations are suspected.

James emphasized the initiative's focus on safeguarding constitutional rights. “As Attorney General, I am proud to protect New Yorkers’ constitutional rights to speak freely, protest peacefully, and go about their lives without fear of unlawful federal action,” she stated in the announcement.

The project will also collect public reports of significant enforcement events. Her office has established an online portal for New Yorkers to submit videos, photos, or other documentation of immigration-related activities.

She said the Legal Observation Project aims to ensure that enforcement in New York remains within legal bounds, with observers beginning operations in the coming weeks.

The announcement follows closely on the heels of a related development at the federal level. On Monday, Department of Homeland Security Secretary Kristi Noem stated that all DHS field officers in Minneapolis—including those from Immigration and Customs Enforcement (ICE)—will immediately receive body-worn cameras. Noem described the move as promoting accountability amid ongoing enforcement surges and public concerns.

She added that the body camera program will expand nationwide “as funding becomes available,” with plans to rapidly acquire and deploy the devices to DHS law enforcement across the country. While body cameras are standard for many local and state police, ICE agents have not historically been required to wear them, though a pilot program began in 2024.

For some reason, James did not focus on paid agitators intentionally provoking Federal agents and putting both sides in dangerous situations.
